Program Overview: What is Citizen-Centered Service Design?
Citizen-Centered Service Design is Edstellar's instructor-led program for public sector teams redesigning how citizens experience government services. Participants learn the foundations of citizen-centered design, citizen research, and needs discovery. Journey mapping, service blueprinting, inclusive and accessible design, prototyping, and usability testing complete the curriculum.
Participants redesign a real service throughout the program. They conduct discovery research, map citizen journeys, build service blueprints, and prototype improvements for usability testing. Instructors with public sector design experience guide six modules across 24 hours. Accessibility and equity are designed in from the first sketch, not audited at the end.
Government services fail citizens in familiar ways: forms nobody understands, processes designed around departmental boundaries, digital services that exclude the people who need them most. This program teaches teams to design from the citizen's experience inward, researching real needs, mapping real journeys, and testing with real users. Participants return able to make services that work for citizens, not just for the org chart.
The capstone is an end-to-end citizen service redesign, research, journey maps, blueprint, tested prototype, presented as a delivery-ready proposal. Teams leave with a redesign their leadership can fund and their citizens will actually feel.
Over 24 instructor-led hours, participants move from foundations to a full capstone redesign. They run citizen interviews, build journey maps and service blueprints, audit services for accessibility and equity, and prototype improvements they test with real users. Every lab uses government service scenarios, so teams leave with methods they can apply to their own programs immediately.

No prior design experience is needed; curiosity about citizens and willingness to test assumptions matter most. Teams with ongoing service improvement efforts get the fastest payoff. The program adapts examples, labs, and the capstone brief to each cohort's services and context.
Service staff to service designer
Teams start with design foundations and research basics, then build mapping, accessibility, and prototyping skill through guided labs, finishing with a capstone redesign they can present to leadership.
One program that grows with public-service careers, from first principles to confident redesign leadership.
Mixed cohort, or several teams at once?
We can tailor the training to different teams, roles, and experience levels within the same program.

Design Citizen Services Around Real Needs, Accessibility, and Measurable Improvement
Edstellar helps public-service teams turn citizen needs into clearer journeys and service designs. Participants map operational touchpoints, improve accessible content, and test prototypes through guided practice. A complete service redesign connects these activities with measurement, allowing reviewers to assess the evidence behind design decisions and proposed improvements.
- Step 01
Consult
We examine service responsibilities, citizen pain points, and design familiarity to identify gaps in journey analysis, inclusive communication, and service measurement.
- Step 02
Plan
We move from citizen need statements to journey blueprints, accessibility improvements, prototype testing, and measurement before the end-to-end service redesign.
- Step 03
Align
We align service design facilitation with policy, digital government, communications, and service officer roles, supporting participants without previous design training.
- Step 04
Customize
We adapt service journeys and page examples to relevant public services, using anonymized information and representative user scenarios for inclusive design practice.
- Step 05
Execute
Participants rewrite service content, prototype flows, and conduct user-style tests, receiving feedback on accessibility, clarity, journey friction, and interpretation of findings.
- Step 06
Evaluate
We assess the redesign for traceability to citizen needs, accessible interactions, evidence-informed changes, and service measures that can reveal remaining friction.
