Program Overview: What is Critical National Infrastructure Protection?
Critical National Infrastructure Protection is a 29-hour instructor-led program for government, security, and operator teams that protect the assets a nation cannot lose. Across seven modules, participants work through critical infrastructure foundations and the sector landscape, risk assessment and criticality analysis, protection planning and resilience frameworks, threat monitoring and incident detection, incident response and continuity operations, and public-private coordination with regulatory alignment. It closes with a capstone simulation where each cohort designs and defends a full protection program.
Training runs on realistic scenarios: seven practice sessions alternate with instructor walkthroughs, so participants score the criticality of regional assets, draft protection plans for transport hubs, triage monitoring feeds in a simulated operations room, and coordinate a multi-agency response drill. Each exercise is sized for the tools and coordination channels the teams actually use, with the instructor reviewing plans, challenging assumptions, and coaching the handoffs between agencies. Peer review sharpens every decision before the next scenario begins. The program culminates in a five-hour capstone simulation where cohorts build and defend a complete national infrastructure protection program.
Infrastructure protection that lives only in documents fails at the first real incident: criticality is unranked, monitoring feeds overwhelm understaffed rooms, and agencies discover coordination gaps while the event is already moving. Plans written without practice do not survive contact with a crisis. This program builds operational readiness: assessed criticality, workable protection plans, trained monitoring triage, and coordination rehearsed with the actual partners before anything happens.
The capstone protection program simulation is the program's proof of readiness: each cohort designs a full protection program for realistic national assets, covering criticality scoring, protection plans, monitoring and detection, incident response with continuity operations, and public-private coordination, then defends it under instructor questioning. Weak seams get exposed in the simulation instead of in a real emergency. Teams return with protection plan templates, criticality scoring frameworks, and coordination playbooks they can adapt to their own regions and sectors immediately.
Across seven modules, teams practice with realistic scenarios: scoring the criticality of regional assets, drafting protection plans for transport hubs, triaging monitoring feeds in a simulated operations room, and coordinating a multi-agency response drill. The program closes with a capstone simulation where each cohort designs and defends a full protection program. Everything is instructor-led and hybrid, with exercises sized for the tools and coordination channels your teams actually use.

Teams that Benefit from this Critical National Infrastructure Protection Group Training
Built for teams that own or oversee critical services, from control rooms to policy offices. Content adapts to each cohort's role and experience, so every group practices the protection workflows it owns.
Run faster, better-coordinated incident response
Emergency managers get rehearsed playbooks, escalation paths, and continuity methods that hold up when lifeline services are under pressure.
Workflow friction

- Siloed agencies with no shared playbook
- Slow escalation during fast incidents
How the program helps
- Rehearsed multi-agency response playbooks
- Continuity plans for lifeline services
- Faster, calmer decision cycles in drills
Practice use cases
- response drills
- playbook design
- continuity planning
- after-action reviews
Sharpen detection and triage for infrastructure threats
Operations teams practice triage workflows, indicator libraries, and feed prioritization so real alerts get fast, accurate handling.
Workflow friction
- Noisy feeds with unclear priorities
- Inconsistent triage across shifts

Turn risk analysis into defensible programs
Planners learn criticality scoring and program design so protection budgets and regulations rest on evidence, not guesswork.
Workflow friction
- Protection priorities set by instinct
- Thin evidence for funding decisions
- Regulatory duties poorly mapped
How the program helps
- Evidence-based criticality scoring
- Defensible program and budget cases
- Clear regulatory alignment paths
Practice use cases
- risk scoring
- program design
- regulatory mapping
Harden daily operations with protection discipline
Operators embed protection routines, redundancy checks, and validation exercises into normal operations without disrupting service.
Workflow friction
- Protection seen as a paperwork exercise
- No time for separate resilience work
- Unclear roles when incidents hit
How the program helps
- Practical protection plan templates
- Routine resilience validation habits
- Clear roles during disruptions
Practice use cases
- plan templates
- resilience checks
- tabletop exercises
- role assignments
Cohorts can mix functions or stay within one team; instructors tune scenarios to the assets and coordination channels each group owns.
Prerequisites: Teams responsible for critical services, public safety, or infrastructure operations benefit most. Familiarity with emergency procedures helps but is not required, and no prior protection-planning experience is assumed. Instructors adapt scenarios, tools, and depth to each cohort's sectors and coordination context.

Connect Infrastructure Protection Priorities With Coordinated Response and Continuity Plans
Edstellar develops infrastructure protection capability through interdependency analysis, criticality assessment, and coordinated incident scenarios. Participants examine representative assets and practice monitoring and information-sharing decisions. The final programme review brings protection and continuity measures together, assessing risk-based priorities, cross-agency responsibilities, and the reasoning behind proposed safeguards.
- Step 01
Consult
We explore critical-service responsibilities and emergency familiarity to identify gaps in interdependency mapping, criticality scoring, monitoring triage, and multi-agency coordination.
- Step 02
Plan
We establish sector dependencies before risk and protection planning, then monitoring, continuity response, and public-private coordination within the integrated programme simulation.
- Step 03
Align
We align infrastructure-protection facilitation with operator, public-safety, and government roles, adapting scenario depth to sector experience and existing coordination arrangements.
- Step 04
Customize
We tailor fictional power-grid and transport-hub scenarios to relevant services while avoiding sensitive infrastructure details and preserving realistic dependencies and information-sharing constraints.
- Step 05
Execute
Participants score critical assets, triage simulated feeds, and rehearse joint response, receiving feedback on prioritization, escalation, continuity choices, and coordination agreements.
- Step 06
Evaluate
We assess the protection programme for supported criticality judgments, coherent safeguards, clear interagency responsibilities, and continuity actions linked to the scenario's dependencies.
