Program Overview: What is Digital Public Infrastructure (DPI) Design and Delivery?
Digital Public Infrastructure (DPI) Design & Delivery is a program for government leaders, architects, and delivery teams tasked with building national digital systems. It covers DPI foundations and global reference models, policy and legal design, digital identity systems, payments and consent-based data exchange, service design and delivery operations, and security, resilience, and scale. Participants learn to take DPI from blueprint to live services.
Training runs as instructor-led sessions across 31 hours, pairing systems teaching with hands-on design labs. Participants model identity and payments flows, draft governance structures, and work through delivery operations and resilience scenarios. Instructors with large-scale public digital delivery experience review every design across the practice sessions. The program ends with the DPI Blueprint Capstone, a complete delivery blueprint each team builds for a real use case.
DPI projects fail in the gap between vision and delivery: grand strategies that never survive contact with procurement, legacy systems, and institutional politics. Teams design in isolation and discover integration problems years too late. This program teaches delivery teams to design for the real constraints, policy, legal, operational, and technical, from the first sketch.
The capstone is the DPI Blueprint Capstone: a delivery-ready blueprint covering reference architecture, identity and payments design, governance and legal framing, service operations, and the security and resilience plan. Your team returns with a blueprint that survives contact with reality, and the delivery judgment to keep it on track through implementation.
Across seven modules, your cohort moves from DPI foundations and global reference models into hands-on labs for identity, payments, and consent flows, then into service operations, security, and a capstone blueprint. Every concept is practiced in guided sandbox exercises, and every module connects back to real delivery: policy your legal team can defend, architectures your engineers can build, and services your citizens can trust.

Design Public Digital Infrastructure With Connected Services and Accountable Governance
Edstellar develops DPI capability by connecting policy design to identity, payments, consent-based data exchange, and service operations. Mixed policy and engineering teams use sandbox components and representative citizen journeys to explore dependencies. Their final blueprint combines architecture, governance, security, and rollout planning, assessed for service coherence and explicit responsibilities rather than national-scale readiness claims.
- Step 01
Consult
We explore public-service mandates and DPI familiarity, identifying gaps between policy intent, identity flows, payment integration, consent handling, and operational resilience responsibilities.
- Step 02
Plan
We map reference models and policy foundations before sandbox identity, payments, and consent exchanges, then develop service operations and resilience within a complete blueprint.
- Step 03
Align
We align DPI architecture and delivery expertise with policy officers, engineers, and programme leads, providing technical support while keeping governance decisions accessible across the cohort.
- Step 04
Customize
We tailor fictional public-service journeys and sandbox building blocks to relevant mandates, avoiding real citizen records and live payment connections during integration exercises.
- Step 05
Execute
Teams configure enrolment, connect test consent flows, prototype service journeys, and run incident tabletops, receiving feedback on interoperability, service metrics, and failover planning.
- Step 06
Evaluate
We assess the DPI blueprint for consistent policy and architecture choices, clear consent boundaries, assigned operating responsibilities, and a rollout that addresses identified security risks.
